An Appraisal is a common and important stage in the Planning process, which can provide a guide on the likely
uplift in value from current use to the value at the point at which planning consent is achieved. The Site
Appraisal comprises an initial written assessment of the planning prospects for a site, in terms of its ability
to achieve development, and the steps and timescale required to promote the site.
We would meet with the Client to understand their requirements and to discuss the background to the
site, prior to making an initial site inspection. Following from the site visit we would prepare the
Appraisal, applying planning expertise, our experience as having been ‘the Developer’ in the past,
local knowledge, further desk-top research and discussions with key individuals in Local Authorities.
The document is likely to cover the following areas:-
- Planning history of the site.
- A review of Development Plan policy as it pertains to the site and locality.
- A review of wider Government policy as it pertains to the site.
- A review of Other Material Considerations, including Site constraints.
- An appraisal of Developer Contributions which are likely to be sought from the site, such as Affordable Housing, open space and financial contributions such as education and public transport payments.
- A review of the requirements regarding Community consultation.
- Conclusions and advice- the way forward.
Value to Client
A Site Appraisal provides an inexpensive and relatively quick overview of the key planning issues pertaining
to a site or portfolio of sites. It provides advice on the prospects and timescale for achieving planning consent
in order to maximise the latent value of the site, and can guide a Client on investment decisions.
